Does anyone have experience with a closed landfill?  We have one that appears to be drying up.  Their last DMR reported an average flow of 3 gallons per day, and they have intermittently reported no discharge.  However, it appears they sometimes send a few thousand gallons, just not when they are set up to sample, apparently.  We've had trouble collecting our sample too.  They told me this is to be eventually expected, as the water comes from gas extraction condensate, and less gas should be extracted as the landfill ages.  I suspect there could be other factors.  I am thinking about how to handle this from a practical stand point; they are a non-SIU.  Has anyone had this experience? Will things ever get so stable and dry that the permit should be closed?   Anyone willing to chat with me about it?
