Sarah Daley is the Environmental Compliance Supervisor for Charlotte Water’s pretreatment program. Sarah manages a team of Compliance Specialists responsible for permitting and compliance for 55 SIUs. Charlotte Water’s pretreatment program also regulates several non-SIUs including 42 breweries under a general permitting program and 19 zero dischargers. Sarah’s duties also include coordinating special investigations and industrial waste survey activities. She has been an NC-PC member since starting her pretreatment career at Charlotte Water in 2015, and previously served as Secretary. Before joining Charlotte Water, Sarah spent over 10 years working at a toxicity testing laboratory in San Diego, CA as a laboratory technician and project manager. Sarah holds Grade I Physical-Chemical and Biological Wastewater Operators licenses from the State of NC and a Grade III Pretreatment certification from the NC-PC. She has a B.S. in Biology from St. Francis University (Loretto, PA).

Previous to working at the EPA, Al worked at a local municipality and has significant experience providing regulatory control to industrial and commercial facilities, including sampling, inspections, permit writing, compliance evaluation and enforcement. Al was hired in 2008 as the Pretreatment Coordinator for EPA Region 8 where he currently amuses fellow co-workers with his taste in humor, music, and fashion. Al has direct implementation of the Pretreatment program in Colorado, Wyoming, and Montana. He also oversees state authorized Pretreatment programs in Utah, North Dakota, and South Dakota as well as oversight of the Colorado NPDES permitting program.

Martie was employed with the City of Greensboro NC for 46 years, having retired as Laboratory and Pretreatment Section Supervisor in August 2022, and is currently working part-time as a Pretreatment Consultant for the City and as NC-PC Advisor. She received a BSN from the University of North Carolina at Greensboro and holds a North Carolina Grade IV Biological Wastewater Operator Certification, Class IV Certified Environmental Analyst, Level A Industrial Pretreatment Certification from the State of Florida, and a license to practice as a Registered Nurse in North Carolina. Martie is a founding member of the NC-PC, and a founding board member and course instructor of the NC-PC Certification Program. She is a member of the NC AWWA/WEA “5S” Society, NACWA National Pretreatment Committee, serves on the State of North Carolina Water Pollution Control System Operators Certification Commission, and has been a national instructor for the EPA/WEF Introductory, Intermediate, and Advanced Pretreatment Training Courses since 1999.

Julie Grzyb is currently the Deputy Director for North Carolina Department of Environmental Quality – Division of Water Resources. She has worked for DWR since 2009, first as a NPDES permit writer and later as Supervisor over the Municipal & Industrial Permitting Branch. Her focus has been on addressing emerging compounds in the Cape Fear, remediation at the Chemours facility in Fayetteville, and implementation of the state’s dissolved metal standards. Prior to working at DWR, Julie was a Water Resource Manager for Virginia DEQ, and the Industrial Permitting Supervisor for Ohio EPA’s southwest regional office. Julie earned her B.S. degree from the College of Engineering at Cornell University in Ithaca, NY.

His responsibilities involve reviewing program documentation and providing technical assistance to POTWs across the state. Carrie is the Pretreatment Supervisor for the City of High Point and is responsible for Pretreatment in the Town of Jamestown, Cities of Archdale and High Point and FOG oversight within the City of High Point. She has 16 years of experience in Pretreatment. Prior to being with the City of High Point she was a Senior Industrial Waste Inspector for the City of Visalia, California.

Michael Montebello is the NPDES Branch Chief of the Municipal Unit, Industrial Unit and Compliance & Expedited Units. He started this new post in June 2022. Michael was the Supervisor of the Municipal Unit in the Division of Water Resources from April 2020 until June 2022. He presently addresses major municipal, Industrial, and private NPDES, pretreatment programs and Collection System permitting along with related compliance program priorities. Michael was the former Domestic Wastewater Section Manager in the SC Bureau of Water. He oversaw permitting for the Domestic NPDES and Non-Discharge wastewater, wastewater treatment plant design review, pretreatment program review, Industrial wastewater pretreatment system permitting, domestic sludge land application permitting, compliance and enforcement assistance; Michael was also responsible for the SC Water Quality Standards updates, NPDES regulation updates and was a “Superuser” in the development of the Bureau of Water’s ePermitting integration for the Agency. Michael retired SCDHEC after nearly forty years of service.

Bob Patterson has worked for the City of Burlington for 26 years. He is currently the Director of Water Resources. Serving since 2009 in that capacity, he oversees two water plants, two wastewater plants, 3 water supply dams and lakes, residuals management, stormwater, pretreatment program, water/wastewater laboratory services, water distribution/collection and plants maintenance. His previous positions with Burlington include civil engineer, assistant director of public works, and director of public works. Jennifer is the Manager of the Wastewater Surveillance Program with WEF. Jennifer is a biologist with a passion for water quality and public health serving in various roles in her career. At WEF, Jennifer manages multiple projects focused on COVID-19 wastewater surveillance, working to accelerate its nationwide adoption to support informed public health decisions. Previously, she conducted research on water quality and antibiotic-resistant bacteria in Dr. Harwood’s lab at the University of South Florida. Following the completion of her master’s coursework in May 2022, she collaborated on projects for federal and local governmental agencies, further enriching her experience in the field of water quality and public education. Jennifer’s goal is to continue making a positive impact in the world of water quality and public education.

Amy has over 19 years of experience in municipal utilities. She currently serves as the Pretreatment Coordinator for the City of Greensboro. Prior to this role, she served as the Water Resources Compliance Manager for the City of Mebane for 13 years. In that role she served as the Pretreatment Coordinator, Lab Supervisor, FOG Coordinator, and Back-Up Operator in Responsible Charge for the City of Mebane Wastewater Treatment Plant. Prior to her employment with the City of Mebane she was employed with the City of Greensboro for five years as the Pretreatment Compliance Specialist. Amy received a B.S. in Chemistry from Elon University in 2003. She has been a member of the North Carolina Pretreatment Consortium since 2004 and has held various officer positions. Before this position, Al worked for NCDOT as a transportation engineering associate and as NCDEQ field engineer in Public Water.
