What guidelines or limits should be used when reviewing data of total petroleum hydrocarbons (TPH)? Specifically reviewing groundwater that may be permitted to be discharged to the sanitary sewer.

Guidelines/ limits for Total Petroleum Hydrocarbons (TPH)
Do you have a breakdown of the constituents or just TPH analysis? If TPH is it oil range, diesel range or gasoline range organics? I've used the organics HWA spreadsheet on DEQ's website (under HWA) and constituents' OSHA LEL, STEL to evaluate limits compared to PPA/LTMP organics data. CWT (40 CFR 437) has oily waste subpart that has pollutants that monitored.
I've started looking at the stream standard, and requiring pretreatment if there are constituents over any of the limits. Not every parameter has a stream standard, but it seems like most contaminated groundwater has a variety of contaminants, and something in the profile is going to have a stream standard to use in a judgement about whether carbon is needed. I'm still thinking about what would be the best systematic approach.
